Once you’ve defeated all the ghosts, Richter will appear just before the area’s boss. Keep in mind, however, that all the ghosts need to be dead at the same time, so if you kill a ghost but then use an hourglass to reset the area, that ghost will come back to (after)life and it won’t count. Richter will only appear once you’ve killed every ghost in the area. As you progress through the castle, you’ll notice that you have to kill ghosts by firing cannons at them.
